Ronnie is a founding Director of Central Chambers entering into his third decade of legal practice. The first 2 decades saw him getting the right practitioners to build the Practice. He is the current Managing Director and his area of work centers mainly on litigation and advisory work to Statutory Boards and private organisations. Ronnie was a former civil servant and is conditioned to the civil service culture of both risk and litigation avoidance.
Ronnie had over the years, migrated into areas of corporate and commercial advice. He is now involved in negotiation of contracts and in drafting commercial agreements for both the Public and Private Sectors. His background in court litigation gives him an advantage and insight in negotiating and drafting contracts.
The area of the law connected with sports is one of the areas that Ronnie was involved in for many years. He advised and acted for a major Statutory Board involved in sports promotion for many years. He now advises organisations on the Personal Data Protection regime.
Ronnie led the Central Chambers team that undertook for legal book publishers, Sweet & Maxwell, a work entitled “Commercial Transactions in Singapore: The Law and Model Documents”.

Twang (as he is called) is an Equity Director at Central Chambers and is considered to be indispensable to the Practice in many ways. He is currently the Deputy Managing Director after years of building the Practice with Ronnie.
For over 20 years Twang had practised general civil and commercial litigation at all levels of the Singapore Courts. He is now frequently involved in domestic and international arbitrations. Twang had been immersed into diverse areas of practice including construction disputes, shareholders’ disputes, insolvency, intellectual property disputes to name a few.
Twang is clearly a multi-disciplinary lawyer whose areas of expertise extend beyond just litigation. That makes him a natural choice to provide the next rung of leadership at Central Chambers. He acts for a large number of government agencies and multi-national corporations who have developed a tremendous amount of regard for him.
Despite an obvious slant towards litigation, Twang also gets involved in other areas of intellectual property matters, sponsorship agreements, franchise agreements, lease agreements, collaboration agreements and infrastructure agreements to name a few.
Twang is also a trainer with the Law Society’s Advocacy Committee, teaching advocacy and litigation skills to the next generation of lawyers in Singapore.

Sara is an Equity Director heading the Corporate Department and Corporate Secretarial division. She graduated from Kings College London in 1988 and was admitted to the Singapore Bar in 1991.
Sara began as a civil litigator in 1991 and over the years, had moved into vast areas of corporate and commercial practice. Prior to joining Central Chambers, Sara spent 11 years as Legal Counsel and Head Legal of EDB Investments Pte Ltd, the investment arm of the Singapore Economic Development Board. There, Sara advised on the structuring and setting up of grant schemes including the Start-up Enterprise Development Scheme and the Business Angel
Sara’s exposure to massive government contracts for over a decade had given her useful insights. Statutory Boards and other organisations retain Sara in legal retainer arrangements given her familiarity with Government investment culture and risk appetite. She drafted the initial scheme documentation for the Early Stage Venture Fund, the Technology Incubation Scheme and the Global Entrepreneur Executives Scheme for the National Research
At the request of law book publishers, Sara and her team published a book entitled ‘Legal Guide for Startups and Fundraising in Singapore’ for the funding and start-up space in Singapore.

Sandra is an Equity Director and heads the Real Estate and Conveyancing Department.
She graduated from the University of London and was called to the Bar in England in 1993 and thereafter, the Singapore Bar in 1994. She is the gentle voice of reason in Central Chambers and disarms everyone with her genuine attitude of care and concern. Her clients simply adore her.
Sandra’s early stint at running her own law practice had been a specific focus on conveyancing, corporate and solicitor’s work. Her overall experience in both corporate and conveyancing work include mergers and acquisitions and developers sale of private residential properties.
During the early years at Central Chambers, Sandra was an obvious fit for us. Steps were taken to eventually lure her and her team across where she now helms the Real Estate Department. She currently acts for numerous government agencies and statutory boards providing legal advice, including the drafting and reviewing of various types of commercial agreements.
Sandra is also an Associate Mediator with the Subordinate Courts and the Singapore Mediation Centre. She is appointed by the Law Society of Singapore as a mediator conducting mediations pursuant to the Legal Profession (Inadequate Professional Service) Inquiry Rules.

Raj (as he is normally called) has been a part of Central Chambers Law Corporation, since its inception in 2002. Having assumed many roles here for 2 decades, he is currently practising as a Director. We recently persuaded him back to being our 6th Equity Director given the immense value of his contributions in litigation.
Admitted to the Singapore Bar in 1998 and having practised in various local firms on short stints, Raj possesses extensive background in Litigation & Dispute Resolution. His working with different litigation teams over the past 20 years, has created an ability to scrutinise and separate the real legal and factual issues from complex facts. That ability consistently enables his clients to navigate around the complexities and uncertainties of litigation.
Raj’s decades of experience has developed his instincts for detail and especially, trial documentation. Clients and fellow legal professionals have come to value his ability to identify the real and underlying crux of the dispute very quickly. Often, he creates arguably controversial but practical strategies leading to solutions for the clients. Raj is known for his realistic, open and brutally honest approach to addressing client expectations and protecting their best interests.

Joyce is the youngest Equity Director in Central Chambers.
Joyce joined Central Chambers as a Practice Trainee in 2012 and the leadership of the Practice could see the value investing in her. Her keen interest and passion in Conveyancing and Real Estate Transactions was quickly noted and her promotion within the ranks had been rapid. Her climb to the top rungs is attributable to her quiet but noticeable leadership qualities. She was made Director within a short time and eventually, made Equity Director all within a decade.
Over the last 10 years, Joyce had represented countless different individuals and organisations in their property transactions. She is well-versed in the security and legal documentation for most banks and financial institutions including CPF housing withdrawal and refund matters.
Joyce also involves herself in Commercial Advisory matters for the Government Agencies and Statutory Boards that we act for. She has over the last 6 years also developed a very keen and largely personal focus on the PDPA practice in Central Chambers and she now advises government departments on the area.

Justin graduated from University College London in 2013 and was admitted to the Singapore Bar in 2018. Prior to joining Central Chambers, Justin served as a Foreign Service Officer in the Singapore Ministry of Foreign Affairs from 2013 to 2015. That stint in an important ministry had sharpened Justin’s ability to advance his clients’ interests with cautious pragmatism.
Justin has acted for a wide range of clients at all levels of the Singapore Courts, and in SIAC-administered arbitrations. He has built up relevant experience in handling complex commercial disputes and industry-specific disputes in the fields of building and construction, corporate (shareholder-director matters), employment, tenancy, insurance and insolvency.
In terms of government services advisory work, Justin regularly advises government ministries, statutory boards and public agencies on a variety of matters. He has acted in disciplinary proceedings under the Professional Engineers Act.
The following count as his notable experiences:
- Successfully acted in an SIAC arbitration for an SGX-listed company in its claims against an insurer for property damage and business interruption losses.
- Defended a Singapore start-up in the High Court against claims of fraudulent and negligent misrepresentation in the context of shareholder investments.

Simone was admitted as an Advocate and Solicitor in Singapore in 2016. She trained with Central Chambers and was retained in the Practice given her positive attitude towards litigation. During the initial years of her practice, she had been handling litigation matters initially focusing on insurance litigation. During those years, she acted primarily in defence of insurance companies and their insured. Simone hails from a family of legal practitioners specializing in insurance based litigation.
With an intent and vision to expand her own expertise, Simone moved to commercial litigation whereby she handles disputes of varied complexity including building and construction litigation and intellectual property litigation. Simone also handles criminal and family matters.
Simone now works primarily with our Equity Directors in the Litigation department. She has amassed considerable trial experience in working with them and has appeared before the entire court hierarchy including the Court of Appeal. Simone’s mental strength in trying her best for the clients she represent and that quality serves her well as a litigator.
More recently, Simone further expanded her litigation practice into areas of arbitration, mediation and neutral evaluation.

Ling Wei graduated from the National University of Singapore and was called to the Singapore Bar in 2011. For close to a decade of her initial phase of legal practice, Ling Wei specialised in Insurance Litigation. She acted for a panel of Insurers in both contentious and non-contentious matters across multiple classes of insurance lines.
Later, Ling Wei added a different dimension to her expertise outside legal practice joining a leading multinational insurance brokerage and risk management company. There she leveraged on her legal experience gaining invaluable commercial experience servicing a clientele portfolio of some of Singapore’s largest corporates in financial and professional lines insurance.
Destiny led Ling Wei back to legal practice. She made a decision to further her wide-ranging experience into our corporate practice here. At Central Chambers, she brings her combined litigation and commercial experience to the corporate practice. She now advises and acts in various corporate transactions including:
• Start-up fundraising
• Private equity investments
• Corporate re-structuring
• Drafting and review of various legal documentation
Ling Wei also provides advisory and support services to Government and related entities/statutory boards.
An added advantage in having Ling Wei with us is her proficiency in both English and Chinese.

Mark graduated from the Singapore Management University in 2019 and was called to the Singapore Bar in 2020. He defied the family path of medicine that his father and brother had charted. Over the period of his legal training with us, Mark worked closely with our Managing Director Ronnie Tan in various litigation and court matters.
Having been retained for his excellent performance as a Trainee Lawyer, Mark currently works closely with our Equity Director, Sara, in the Corporate Department. Mark had decided that corporate and commercial practice would be his chosen field. His early litigation exposure has already served as an added advantage in client advisory on corporate issues.
Mark currently advises on wide-ranging commercial transactions including mergers & acquisitions, and a vast array of general corporate law matters. Over the last 3 years, he has shown his ability to look into very complex corporate documentation. In time to once, he is expected to handle very much more aspects of the commercial and corporate work with Sara.

Mark was called to the Singapore Bar in 2022. He served his legal training with Central Chambers and had excelled in many ways, the tasks assigned to him. He had worked primarily in litigation and providing hugely significant support to Mr Ramasamy Chettiar in insurance related litigation and advisory. Mark has handled matters before the State Court, High Court, and the Court of Appeal.
Mark is considered by his colleagues as a likeable personality who volunteers his time to help in legal research and other tasks. That exposes him to other areas of litigation which he is now building up very steadily.
Overall, Mark’s area of practice now includes general civil and criminal litigation and it is expected that with his observed mental focus, he will continue to work well in areas that he undertakes. His advantage in the modern legal practice is his wide knowledge and use of technology. Mark’s positive traits have been evident through his very positive attitude and his thoughtful nature towards clients who rely on him for support and guidance.

Rama began his practice in 1988 at the once prominent insurance law firm of Murphy & Dunbar that had set the early practice standards for all insurance litigators. He moved to Harry Elias Partnership and headed their Insurance Department a decade later.
With over three decades of practising insurance law at various practices, Rama now heads the insurance law practice at Central Chambers. He helms dispute resolution for claims in most classes of business, and particularly the property & casualty lines listed below. Rama also specialises in an insurance advisory practice focusing on regulatory, corporate and commercial advice for the insurance sector.

The first thing one notices about Brown is his calming influence on everyone around him. Graduating from the National University of Singapore, Brown was admitted to the Singapore Bar in 1989. His 3 decades of experience in the Singapore Courts has seen him involved in wide and differing areas of practice. He is currently occupied with criminal, corporate, probate, family, conveyancing and civil litigation work.
Brown is presently a Consultant at Central Chambers focusing mainly on areas of civil and criminal litigation. He helps the younger practitioners to hone their legal practice whenever he works with them. His wisdom in legal practice generally puts everyone at ease. Brown’s other favourite area of practice involves family law matters which he now dedicates a lot of time to. The clients appreciate his very gentle approach while being very firm at the same time.
Away from the office, Brown allocates time for pro bono work and including pro bono work for the Catholic Lawyers Guild. In the midst of all these, he manages to devote time for charity work with the Rotary Club of Singapore East.

Puay Joo has accumulated over 30 years of experience in all aspects of real estate work. She has advised both corporate and individual clients on acquisitions and disposals of real estate, regulatory matters, housing developments and leasing matters.
Puay Joo has practised with one of the Big Four law firms in Singapore, and was an in-house legal counsel with a major local bank. She has also taught the Practice Law Course managed by the Singapore Institute of Legal Education.
Puay Joo’s diverse experience in real estate and general solicitors’ work includes the following:
• The sale and purchase of residential, commercial, industrial, JTC and HDB properties by both individuals and corporates, statutory boards, registered societies;
• Advising financial institutions on a variety of banking and finance transactions, including development project financing, multi-currency loans, syndicated loans and mortgagee sales;
• Handling retail property transactions which involve acting for financial institutions and CPF Board;
• Advising management corporations in the lodgment and discharge of Charges;
• Advising on estate planning and trusts, probate matters.

Tony heads the Corporate Secretarial Department. He is a Chartered Secretary in professional practice for over 40 years which he insists, is no indication of his age.
Tony serves as Corporate Secretary to a wide range of individuals, corporates, statutory boards and start-ups. He is primarily involved in the incorporation of companies, branch offices and representative offices in Singapore. His immense value to the clients has always been his reassuring experience. He is very familiar with the secretarial requirements on reorganisation, restructuring and dissolution of companies after nearly 4 decades.
In the course of his career, Tony has held the office of Corporate Secretary to more than 400 companies. These companies included numerous wholly-owned subsidiaries of multinational corporations in Singapore. Tony’s diversified exposure in the Corporate Secretarial practice made him appointed the Corporate Secretary for the only “wafer bumping” corporation in Singapore. That had investments from public listed corporations in Singapore and overseas including significantly, investment from a Singapore statutory board. In the course of his handholding to clients, he has travelled overseas to work with them for meetings and transactions in Kuala Lumpur, Jakarta, Hong Kong and Tokyo.
